After a two-year dissemination, starting from November 30th, 2024, mini electric two-wheel vehicles are now subject to official regulations and can only be driven with license plate registered and affixed. Should a mini electric two-wheel vehicles be driven or parked on the road without an effective license plate, the driver will face fines from NT$1,200 to NT$3,600. To allow foreign friends to fully understand the new regulations, the Changhua County Government specially produced promotional graphics cards in five languages: Chinese, Thai, Vietnamese, Indonesian and English, hoping to meet the promotional objective of "make everyone clear." According to Article 71-1 of the Road Traffic Management and Penalty Act, mini electric two-wheel vehicles have been subject to official regulations starting from November 30th, 2022. All owners shall be insured with compulsory automobile liability insurance before November 29th, 2024, and all mini electric two-wheel vehicles shall be inspected for safety type approval at the motor vehicles office and be affixed by license plates before operating on roads. Should a mini electric two-wheel vehicle be reported but have been inspected with safety type approval and labeled with a certificate of approval, it will be moved to custody. The vehicle without having been inspected for safety type approval shall be confiscated. In view of the fact that many migrant workers in Changhua use mini electric two-wheel vehicles to commute, the Changhua County Government specially released promotional graphics cards in five languages to help foreign friends working in Taiwan to understand and comply with the new regulations, preventing them from breaking the relevant regulations while enjoying the convenience of riding. The key points of the new regulations are as follows: 1) The owners shall be insured with compulsory automobile liability insurance and register and display license plate before November 29th, 2024. 2) Only individuals aged 14 years and above are allowed to legally drive mini electric two-wheel vehicles. 3) Wear an approved helmet. 4) Comply with traffic safety regulations. 5) No passenger allowed. 6) No drunk driving. The Changhua County Government urged the public again to comply with official regulations to jointly ensure road safety and create a harmonious traffic environment.
