The press conference of “Reinvention of Changhua, Continue” was held by Changhua County Government today (23rd) to celebrate the 6th anniversary of the inauguration of County Mayor Wang Hui-Mei. Wang proposed a development model that integrates the MRT network, industrial development, and urban planning. Starting with the development of the Changhua Interchange Special District, a Xinyi Planning District belongs to Changhua will be created with the new county government hall, the Changhua Dome, the main library, and the industrial park involved. The layout plan for Changhua's future development will be drawn in the form of "one main axis, one circular line, two hubs and four engines," and the demographic dividend will be driven by reinventing urban spaces to turn Changhua into a livable city. She believes that “only Changhua''s win is the real win.” 　　 
Different from the past, the participants attended today were partners invited by each department to share the glory of their administrative outcomes from the past six years. From the video playing in the conference that reviews the political achievements of County Mayor Wang in her 6 years in office, it is known that with the help of the county government team, she gradually reorganized the financial discipline by broadening the sources of income and economizing on expenditures and finally got rid of the financial collapse on her inauguration. In her first year (2019), she faced a revenue deficit in the county's general financial statement. With all-out effort, she got out of the red, marking a first on the county''s general financial statement in nearly 20 years, and has maintained a surplus for five consecutive years, reducing debt by NT$10.7 billion in five years, ranking first among counties and cities. Only with a sound financial system can the administrative policies be implemented at a stable pace. After six years of continuous efforts, the achievements are numerous and outstanding, with 136 national firsts and 402 national number ones. Over the past six years, the county government team worked hard to draw up a sustainable development roadmap for a "Livable New Changhua" through full-age care, education investment, industrial upgrading, transportation construction and LOHAS living environment creation.  
In the conference, County Mayor Wang pointed out that the MRT network is planned to have one main axis, one circular line and two hubs. Through the connection of MRT network, the development model of the Changhua interchange special district can be used as an example for Hemei, Yuanlin and Beidou interchanges. The Hemei interchange linked with the main axis can be used as an extension of the Changhua interchange special district to link the industrial corridor along Hemei, Xianxi and Changhua Coastal Industrial Park. The circular line will link with Yuanlin and Beidou interchanges, where Yuanlin interchange special district can be planned as a reservation place for 2nd administrative building. As for the Beidou interchange, it is planned to reuse the obsolete campus of the MingDao University, after the county government takes over the closed school, as the base of the Southern Changhua AI Industrial Park (彰南AI產業園區). Moreover, exhibition hall and health care village will be set up at the THSR Changhua Station, which is the hub in southern Changhua, making southern Changhua the best choice for immigrants. 
According to Wang, due to the fact of elevating the railway in Changhua City and finalizing the Taichung MRT Green Line extension to Changhua, county government team quickly adjusted the "Changhua Interchange Special District" and the MRT network and simultaneously planned the Eastern Changhua Subcenter to reinvent the city and expand regional balance with a dual core development model – a new urban center and a subcenter.　　 
In her speech, she said that the industrial corridor along Chuansing, Hemei and Changhua Coastal Industrial Park is linked by the main axis of MRT. Moreover, Shengang is a first in Taiwan to implement the 3-in-1 development model involved youth housing, young entrepreneur incubation center and social housing, allowing young people to work and live locally. The MRT Lukang line is expected to bring more tourists to Lukang. 
According to Wang, the circular line will connect Xihu, Yuanlin interchange and Erlin. There are three parks in Erlin, Erlin Park of Central Taiwan Science Park, Erlin Precision Machinery Industrial Park planned by the county government and Erlin Agricultural Park, complement to each other, making the Erlin area the largest precision industry cluster in Taiwan. As for the Yuanlin Interchange Special District, its development will bring out an industrial park, allowing the hidden champion industries to continue flourishing. In addition, she will revitalize the Yuanlin Bicycle Industrial Park. 　　 
Wang said that Beidou interchange is the most important of the four engines. Because the development of southern Changhua has encountered serious resistance in the past, she wants to restart the development of the Southern Changhua AI Industrial Park and apply to the Executive Yuan for taking over MingDao University to build an AI software park and green power base, enabling the AI industries to take root locally and creating employment opportunities for the residents of southern Changhua. 　　 
In addition, the county government will build the Tianzhong exhibition hall and health care village near the THSR Changhua Station. Take advantage of the convenience of the THSR and attract people by exhibitions to the three classic towns certified by the Tourism Administration, namely Tianzhong, Tianwei and Shetou, to boost tourism in the southeast corner. The health care village will be developed under university-industry-government partnership. It will provide better care for elders and introduce the leisure medical care concept from abroad, not only allowing the elders to stay for a long time for recuperation but also reserving space for their children to visit and stay, aiming at promoting local silver industry economy. 　　 
She emphasized that the reinvention of Changhua should not be delayed. She will take advantage of urban planning, combining the MRT and industrial development, to create unlimited possibilities. In every election, many politicians state that "whoever wins Changhua wins Taiwan." However, in her mind, Changhua belongs to the residents of Changhua, and only when Changhua wins can it be a real win! She has drawn up a blueprint for the new Changhua, which should be implemented by one after another with beliefs in themselves, strong determinations and no hesitation. “Do what is right, what should be done, and what is beneficial to Changhua." “Reinvention of Changhua, Continue” will definitely succeed. 　　 
Different from the traditional achievement presentation, the 6th anniversary event took place today was held via the "Changhua Vitality Carnival - County Government Achievement Show" conducted by the county government team and 14 departments. County government staff led volunteer partners and groups to the venue to show diverse and lively performances to present the highlights and achievements of the county government, sharing the glory and achievements of the county government with guests in a carnival-like atmosphere.
